‌I-6.00.1 UMCES Policy on Organization of UMCES

  1. Introduction

This policy is concerned with general administrative policies of the University of Maryland Center for Environmental Science ( UMCES). These policies specifically provide for the participation of faculty, students, and staff in the shared governance of UMCES.

  1. Organization of UMCES

This section details the way in which UMCES is administered as a multi-disciplinary academic community without traditional departmental structure. The administrative structure reflects an underlying philosophy that compartmentalization of disciplines does not encourage the amount of faculty interaction that is necessary to respond to the complex challenges posed by modern environmental studies.

  1. Administrative Organization
  1. The administrative organization of UMCES shall be as depicted in an Executive Organizational Chart. (EXECUTIVE ORGANIZATIONAL CHART– November 2023)
  2. President and University Administration
    1. The President is the chief executive officer of UMCES and is responsible and accountable to the Board of Regents of the University System of Maryland for the discipline and successful conduct of the University, as specified in the University System of Maryland (USM) Bylaws, Policies, and Procedures of the Board of Regents.
    2. Executive Council: The UMCES Executive Council shall be composed of the following individuals:

President of UMCES Chief of Staff

Vice Presidents

Unit Directors of the following:

      • Appalachian Laboratory
      • Chesapeake Biological Laboratory
      • Horn Point Laboratory
      • UMCES Institute of Marine and Environmental Technology
      • Integration and Application Network
      • Maryland Sea Grant College

At their discretion, the President may elect to invite other individuals to attend Executive Council meetings, either on an ad hoc or a regular basis.

The UMCES Executive Council assists the President in finalizing decisions related to administrative policies, strategic initiatives, and other matters as appropriate.

  1. Administrative Council: The UMCES Administrative Council shall be composed of the following:

President of UMCES Chief of Staff

Vice Presidents

Unit Directors of the following:

      • Appalachian Laboratory
      • Chesapeake Biological Laboratory
      • Horn Point Laboratory
      • UMCES Institute of Marine and Environmental Technology
      • Integration and Application Network
      • Maryland Sea Grant College

Assistant Vice Presidents University Administration Directors

Chairs of Shared Governance bodies

Associate Directors of the Units defined above

At their discretion, the President may elect to invite other individuals to attend Administrative Council meetings, either on an ad hoc or a regular basis.

The UMCES Administrative Council assists the President in developing administrative policies and advises the President on administrative matters regarding the University, its faculty, staff, and graduate students.

  1. University Administration consists of institution-wide administrative support staff and services. University Administration and the offices contained therein are the official points of contact for all external financial reporting, audit inquiries, research administration, non-programmatic research reporting, compliance, and communications.
